Community Development and Housing (CD&H)
The CD&H Division administers housing and community development programs for residents of New Castle County.  CD&H provides a wide spectrum of community development services within the confines of the County, outside the metropolitan areas of Wilmington and Newark.

Community Resources
Community Resources Division provides recreational, athletic, cultural and educational programming through the operation of sports, leagues, park permits, summer camps, a senior center, Community Activity Centers, the Art Studio, and Rockwood Mansion and Park.

Libraries
The Library Division provides information, circulation services, and other community services activities from 15 library facilities. consists of 13 libraries that provide the residents of New Castle County with free access to more than 1 million material items and more than 250 public computers.

Happenings Guide

The Happenings Guide is a quarterly newsletter published by the New Castle Department of Community Services. 
 
The purpose of the guide is to provide the public with a complete list of programs and activities offered by the department as well any information required for registration.
