Neighborhood Associations - New Castle County
Neighborhood groups, including civic associations and maintenance corporations, serve a vital role in connecting residents with government. They bring communities together, supporting parks, preserving open spaces, forming neighborhood watch programs and maintaining stormwater ponds.

Community Planning
New Castle County partners with other governments, agencies and local communities to encourage efforts that build stronger communities.
Stormwater Management
The Special Services department tracks and inspects registered stormwater maintenance organizations and the County provides financial assistance on major repairs for those who qualify. The County also has a National Pollutant Discharge Elimination System (NPDES) stormwater program partnership with the State of Delaware.
Property Maintenance Code Enforcement
Code Enforcement investigates complaints regarding violations of County zoning, property maintenance and building codes; conducts sweeps in troubled neighborhoods and inspects randomly-selected rental housing units.
Hometown Overlays
New Castle County offers our unincorporated communities the opportunity to create develoment and redevelopment guidelines that preserve those qualities which define their community. The Hometown Overlay designation provides a framework for active local involvement in community development and design.
