  1. Must possess the technical skills necessary to oversee the technical and complex financial reporting and audit process. (Such as individuals who are Certified Public Accountants (CPAs), Certified Internal Auditors (CIAs), Certified Government Financial Managers (CGFM's), Certified Information Systems Auditors (CISAs), or Certified Fraud Examiners (CFEs)).

  1. Shall be residents of New Castle County
  2. Shall be in favor of merit principles as applied to public employment
  3. Shall not be a member of any local, state, or national committee of a political party, or an officer of member of a committee of any partisan or political group or shall hold or be a candidate for any political office.
  4. Must be registered voters of New Castle County with at least one a registered voter of one major political party and one a registered voter of the other major political party.
