NEW - Submit Residential Utility Replacement Self-Certifications Online!

Contractors with on-line accounts can now submit their residential utility replacement self-certification forms online. This eliminates the need to submit multiple paper forms and provides you with easy access to information on your open permits and required self certifications. 

Don't have an on-line account?  If you don't have an account or you are unsure whether you have an account, fill out the Online Web Account Application form, found on the On-Line Permits Page.  Once we review your application, you will be provided with a user name and password to access the system.

Residential utility replacements that require a gas test inspection will not be closed or completed until you pass the gas test inspection by the Building Inspection Division. 

If you currently have permits that expired before this new program was implemented, you must submit the paper self-certification form.

License Requirements

All individuals and businesses who provide construction and building improvement services are required to obtain a New Castle County contractor license, in addition to the State of Delaware business license. Those who provide work requiring building permits need a permit contractor endorsement license. Click on the link on the left for “Licensing” information and to purchase or renew your license.

Permit Application Information

Attention General and Utility Contractors:
Contractors should be aware that the “description of work” on a permit application requires a DETAILED description.  Failure to provide sufficient detail will result in an immediate failure of the permit application.

Permit Requirements

Please review the permit requirements for the type of permit you are seeking to ensure that you have all the required materials.  You may also want to check our on-line property information link to ensure that the homeowner does not have any outstanding taxes or sewer charges on the property.  Building permits cannot be issued for properties with overdue or outstanding balances.

Certificate of Occupancy

Remember that as the contractor, you are responsible for ensuring that all inspections are passed and that a certificate of occupancy is obtained once the project is completed.
