State and Local Organizations

The organizations and agencies listed below offer assistance and information to small business owners and others hoping to start a small business.

Better Business Bureau of Delaware (BBB) - The BBB of Delaware is a non-profit organization that monitors the marketplace for deceptive and fradulent business practices. The BBB also issues reports to the public on both member and non-member businesses.
Service Corps of Retired Executives (SCORE) - SCORE is a resource partner of the US Small Business Administration that assists entrepreneurs in starting a business or expanding their business through one on one counseling and business development workshops.
City of Wilmington Micro Enterprise Division - The 827-829 Business Incubator is for the start up and growth of micro enterprise businesses. It provides shared costs in the leasing of space, office support, technical services and financial support for entrepreneurs. It also provides networks and business resources tools needed to grow and maintain a successful business.
State of Delaware- Delaware Economic Development Office - The Business Development unit provides assistance to new or expanding businesses with site selection. Also provides provides programs and support for international exporters and technology based businesses.
Center for Women's Entrepreneurship - A cooperative agreement between the YWMC and the Small Business Administration that supports start up and existing small businesses owned or controlled by women. Provides training and advisory services in business planning, management, and growth strategy in a supportive and empowering environment.
Delaware Innovation Fund (DIF) - The DIF provides early stage investment capital and counsel to encourage the growth of seed, start up, and early stage high tech companies in Delaware and the Mid-Atlantic region. DIF also provides technical assistance through business counseling, entrepreneurial seminars, and a network of professional resources.
State of Delaware Division of Corporations - The Division of Corporations has specialists trained to answer questions and assist you in filing your corporate, UCC and tax documents. The Division of Corporations also offers online name reservations, entity status and general information.
Delaware Small Business Development Center (DSBDC) - The DSBDC supports small business start up by providing management assistance, education programs, and assistance to Delaware's small business community and entrepreneurs. It offers business advisory services, technology based business assistance, government marketing assistance, family business assistance, training programs, and information and research services.
State of Delaware Division of Revenue - Information on tax treatment of various business entities, obtaining or renewing a state business license, and gross receipts taxes. A web based tax filing service allows businesses to prepare, file, and pay their state taxes. The Office of Business Taxes offers efficient business registration, issues business licenses, and supplies tax forms.
Delaware Small Business Resource Partnership (DESBRP) - The DESBRP is a consortium of Federal, State, and non-profit agencies whose mission is to provide Delaware small businesses with easy access to business information, services, and assistance.
State of Delaware Resources for Business - A collection of information on the State of Delaware's main page. You will find information on doing business in Delaware, obtaining a Delaware business license, contractor licensing, incorporating in Delaware, and much more.
First State Community Action Agency - The Entrepreneur Resource Center provides access to information and resources that can be used to nurture and sustain small business enterprises.
State of Delaware Office of Minority and Women Business Enterprise (OMWBE) - The OMWBE exists to foster continued economic development and growth for minority and women owned businesses.
First State Community Loan Fund (FSCLF) - The FSCLF is a not for profit community development financial institution (CDFI) that specializes in supporting small businesses and microenterprises. As a federally certified CDFI the FSCLF leverages funds for the start up and expansion of businesses.
US Small Business Administration, Delaware District Office - The SBA provides assistance to small businesses through advocacy, management, procurement, and financial assistance. The local website offers a start up guide for entrepreneures, lists local training courses, and gathers information on financing, management, laws and regulations, business opportunities, local resources, and so on.
New Castle County Chamber of Commerce - The mission of the New Castle County Chamber of Commerce is to be the premier resource for business growth and to provide programs and services that contribute to chamber members.
Wilmington Economic Development Corporation (WEDCO) - WEDCO provides small business owners in Wilmington and New Castle County with access to capital, financial counseling, and other types of support. Special programs for women and minority owned businesses as well as businesses in targeted geographic areas are also available.
