New Castle County Department of Community Services Mission Statement
The mission of the Department of Community Services is to provide a wide range of services to New Castle County residents and visitors that will strengthen families and individuals, build social capital, improve neighborhoods, and ensure places and spaces to live, learn, play, socialize and recreate.
These policies are applicable for all New Castle County Libraries. Please check the details of availability for your local library (i.e. not all libraries have meeting room facilities to offer, but the policy is still County-wide).

Collection Development Policy
The New Castle County Libraries have a set of guidelines for the selection and maintenance of their collections; providing informational, educational, and recreational materials to meet the interests, needs, and requests of the community.
Internet Acceptable Use Policy
The Delaware Division of Libraries and the New Castle County Public Libraries have policies governing the use of the libraries' computers.
Meeting Room Policy
Before attempting to schedule a meeting room, please read the policy governing their use. Be sure to contact the library whose facilities you wish to use: not all of our libraries have meeting rooms available. Please see our "How Do I Book a Meeting Room?" page for common questions.

New Castle County Library Rules
While we endeavor to serve all of our patrons, there are conditions we must place on our patrons to ensure a high level of service and comfort for all of the patrons as well as the staff.
Reference Services Policy
The New Castle County Library System (NCCLS) adopted this Reference Services Policy to provide guidelines that ensure a consistent standard of reference service, within each library and across the system as a whole. The policy applies to reference services provided in all NCCLS libraries to all ages of library patrons.
