    Frequently Asked Questions

    When are we getting federal forms in?
     
    We do not have a specific date of arrival. The IRS usually starts shipping federal forms to us around January 1; however, the "fiscal cliff" issue has delayed the creation of appropriate tax forms by the IRS. We put them out when they arrive. We have no way of predicting when they are going to get here. We will order more forms when they start to run low, but again we have no control over when they get here. If you are in need of forms in a hurry you can call the IRS and have them mailed to your home or download them from the Internet.


    Where are the state forms?

    The Delaware Division of Revenue has severely cut back on the amount of paper income tax forms they are sending to libraries.  Quantities are very limited.  All Delaware State tax materials are to be distributed through the Delaware Division of Revenue's web site (see below) or by contacting them at (302) 577-8214.


    Are tax forms available on the internet?

    Yes. You can go to the federal and state tax form pages and print out most tax forms. We have added a list to the bottom of this page that has the most commonly used federal and DE state tax forms on it as PDF files, as well as links to the IRS, DE and surrounding state departments of revenue and taxation, and a national directory of all state departments of revenue.

    When are the reproducible federal forms/IRS publications coming in?
     
    As with the regular forms, we put them out as they arrive.  We don't have a specific date, and we have no control over which forms are included in the packet.  If you require a specific form that the IRS web site does not provide, you will need to directly contact the IRS and order the forms yourself.  The Wilmington IRS office is available for such requests Monday - Friday, 8:30 a.m.- 4:30 p.m. at (302) 573-6343.
     
    Do we carry tax forms from other states?
     
    No. We simply do not have the space or the resources available to be an all-in-one tax form center. You can go to the individual state's site and download forms through Adobe Acrobat Reader.
     
    Can you tell me which form I need to fill out?
     
    No. We do not provide tax advice. We can tell you that you will probably need to fill out a federal and a state form for the state you reside in...if you need more help than that you will need to call the IRS or talk to a tax accountant.
     
    Do the libraries have tax help volunteers?
     
    Some of the libraries provide space for tax help volunteers. Not all libraries have the resources to do so...if you want a definitive answer, please contact your local library to see what the volunteers' schedules are.  Check here for our schedule of volunteers.  Please note that if your library is not listed, they are not hosting tax assistance this year.
     
    Can I file my tax return myself on a library PC?
     
    Probably. We have no special software (such as TurboTax). You can attempt to file online using library computers if you wish, but it is an "at your own risk" kind of thing. Neither New Castle County nor the libraries are responsibile for any problems that arise. Patrons using library computers to do their taxes are still bound by standard rules governing computer usage (i.e. sessions are still only one hour max, two hours per day. Printing is still $0.10 per page, etc.).
